Not desirable!

Organisms need to adapt to their environment to thrive. The adaptation to volatile environmental conditions should be fast. Natural selection is way too slow to account for the rapid changes in the environment.

Evolution favoured organisms that not only learn, but learn very efficiently.

Evolution

Evolution discovered a good trick - set-up a blueprint for building an organism but let many parameters be rapidly adjustable to respond to environmental changes.

Still, physical properties of light, gravitation, etc. do not change overnight. Our eyes, vestibular system, etc. are hard-wired.

Our brains are also a result of this compromise:

  • There is a lot of innate circuitry.
  • We also have very sophisticated learning algorithms that refine this circuitry to match our experiences.
